- Eligibility: Open to legal permanent United States residents of the forty-eight (48) contiguous United States and the District of Columbia who are at least eighteen (18) years of age (nineteen (19) in Alabama and Nebraska, and twenty-one (21) in Mississippi) or older. Also open to legal residents of Canada (excluding residents of the province of Quebec) who are at least the age of majority in their province or territory of residence as of the date of entry.
